Plate Carree Projection
The Plate Carree projection is a variant of the Equidistant Cylindrical projection. It is a special case of this projection, with the first parallel set to zero.

Required Parameters
To convert coordinates using the Plate Carree projection, the following parameters must set:
- False Northing;
- False Easting;
- Central Meridian;
- Latitude of Origin;
